West Carrollton Continues Study of Inspection Proposal

Following a vote to table the measure, West Carrollton City Council held a work session to discuss a proposed rental housing inspection program Tuesday, September 13. Mayor Jeff Sanner and members of council questioned city staffers about details of the proposed program, including the requirement that rental property owners pay a $30 annual license fee and be subject to periodic city inspection of their properties. City Manager Brad Townsend said the new fee would fund the program, unlike inspection programs in Oakwood and Centerville, which are included in city budgets and do not charge an annual fee. Among the questions council is still considering is whether to include public housing apartment buildings and subsidized private rental units in the licensing and inspection program. Montgomery County’s public housing authority, Greater Dayton Premier Management, has pointed out that public and subsidized housing is already subject to mandatory inspection. Both GDREIA and the Greater Dayton Apartment Association oppose the licensing and inspection program.
